Brief Biography

  • Worked for Insurance Services Office (ISO) over 27 years performing Public Protection Classifications (PPC) of communities in Texas.
  • Rated over 660 communities using the Fire Suppression Rating Schedule (FSRS).
  • Edited City and Fire Jurisdiction ratings in Texas from 1984 to 1997 for ISO and their predecessor organization, The Fire Prevention and Engineering Bureau of Texas.
  • Over the last 5 years as a consultant, has assisted over 200 communities with improving their Public Protection Classification (PPC) rating. Each community that has undergone the ISO rating process, with Mike’s assistance, has achieved a minimum improvement of two classifications; several have improved up to five classifications.
  • Principal member of NFPA 1901 (NFPA Committee that writes the specifications for fire apparatus) for over 13 years and continues to be a member of this committee.
  • Bachelor’s Degree in Civil Engineering from SMU.
  • Master’s Degree in Civil Engineering from SMU.
  • Registered Professional Civil Engineer (P.E.) in the State of Texas.
  • TFCA (Texas Fire Chiefs Association) Associate Member.
  • TML (Texas Municipal League) Associate Member.

Teaching

  • Taught “Water Supply” at ISO's annual two-week school for new employees and employees requiring a refresher course in the interpretation of the ISO Rating Document.
  • Beginning in 1993 taught workshops to the Texas Department of Insurance who oversees ISO in the State of Texas. These workshops were three weeks in duration, and the attendees were essentially the engineering section of the Texas Department of Insurance.
  • Beginning in 1994 with ISO's commencement in Texas, taught the “Lessons Learned Workshops” as requested by Texas Fire Chiefs Association (TFCA). These workshops presented the fire chiefs of Texas with insight into the technical nature of the ISO Rating Document. Mike taught the technical aspect of these workshops until retirement in 2002, at which time ISO-Texas taught the next two workshops. In 2003, at the request of Texas Fire Chiefs Association, Mike returned as the presenter of these workshops due to his immense technical knowledge, and has since taught these workshops for Texas Fire Chiefs Association (TFCA) and Texas Municipal League (TML).
  • Instructor at Fireman’s Training School (FTS) at Texas A&M University since 1975. For four years, Mike taught “Pump Testing”, and for the last 28 years has instructed on the “Automatic Sprinkler Protection”. This annual school lasts an entire week.
